Why is there a need for ‘unargal’ strike on the protective legislation of Jharkhand, the CNT Act, and the SPT Act.?

Is it because the BJP led government failed to bring in the changes in the Land Acquisition Act at the center, and therefore Jharkhand seems to be an under-developed estate where the same government is putting all its efforts to kick start its mega “development” agenda?
